Consortium for Dublin automated metro

A consortium led by Plenary Group, including Webuild, Hitachi Rail, and Keolis, will participate in the Dublin automated metro project.

The consortium is formed to bid for the MetroLink, the Dublin automated metro network. Over the past months, the companies prepared their tender for the design, construction, delivery, and operation of a high-capacity future metro system.

Plenary will act as the equity investor, financial sponsor, and lead coordinator for the consortium. Webuild will lead the design and delivery of civil and structural works, Hitachi Rail will provide rolling stock, advanced signalling systems, and full systems integration, and Keolis will be responsible for preparation and delivery of operations and maintenance services of MetroLink.

This is about building a legacy, not just a rail line,” said Matthew Biviano, Executive Director – Ireland at Plenary.

The consortium’s announcement follows the launch of the tendering process for the delivery partner of the Dublin automated metro network, published by Transport Infrastructure Ireland (TII) on November 12, 2025.
